About me 

Judy Tobe is an experienced mediator, facilitator, and conflict coach with a long standing career in alternative dispute resolution.

Since becoming a mediator in 2000, Judy has facilitated over 2,000 cases across a range of areas, including education, employment, workplace, and discrimination-related disputes. For the past 15 years, she has served as an ADR Specialist with the U.S. Department of Veterans Affairs, where she has mediated Equal Employment Opportunity (EEO) disputes and workplace conflicts. In this role, she also provided facilitation and conflict coaching to leaders, supervisors, and employees.

Judy has also served as a mediator for the Equal Employment Opportunity Commission (EEOC) in Pittsburgh and, since 2010, has conducted mediations for public sector cases in the EEOC’s Philadelphia and Washington, D.C. offices. Additionally, she mediates and facilitates special education disputes for the Office for Dispute Resolution and is a member of the mediator roster for the United States District Court for the Western District of Pennsylvania
